The news: The Australian Securities and Investments Commission (ASIC) has appointed former Westpac Institutional Bank chief executive Rob Whitfield as the chair of an inquiry into the ASX Group’s governance. He will serve alongside Christine Holman and Guy Debelle.

The context: On 16 June, the financial regulator announced an inquiry into the frameworks and practices in relation to governance, capability and risk management within the ASX group.

Rob Whitfield spent 30 years at Westpac before stepping down in 2015. He is currently on the board of Commonwealth Bank and Transurban as well as the Council of the Australian National University.

Christine Holman was formerly Telstra Broadcast Services chief financial officer and commercial director. She now sits on the boards of ASX-listed AGL and Collins Food as well as a private joint venture between Australian Super and Singtel, Indara.

Former Reserve Bank of Australia deputy governor Guy Debelle is chair of Funds SA and also sits on the board of the Clean Energy Finance Corporation, think tank e61 Institute and critical minerals producer Tivan.

The inquiry panel will provide a report to ASIC by 31 March 2026.

What they said: “Rob, Christine and Guy bring a wealth of experience in their roles as members of ASX top 20 boards and government investment funds, as well as deep experience across global markets, banking, regulatory, risk and technology,” ASIC chair Joe Longo said.

ASX Limited chair David Clarke said he welcomed the appointment “of these highly regarded individuals, and we are committed to engaging constructively and openly with them”.

“These appointments will bring important perspectives and the Board and I are confident the panel’s review will focus on work we can do that will ultimately support continued confidence in ASX," he said.
