But on the eve of its introduction, the policy risks being derailed at home by a spiralling travel expenses scandal involving the minister responsible for implementing it.
Are the two issues connected? The suggestion is certainly being made privately within Labor, even though Communications Minister Anika Wells’ travel expenses — while legal and within guidelines — are unlikely to pass muster with most Australians.
